MLM banned in e-commerce
The Ministry of Commerce has formulated a 'Digital Commerce Management Guideline' with the provision of informing the buyer within 48 hours in case of failure to deliver the goods, resolving the complaint within 72 hours and refunding the advance paid price of the product within 7 days in case of failure to deliver the product on time.
The new policy on digital commerce strictly prohibits multilevel marketing (MLM) networks as well. Meanwhile, it has been made mandatory for the seller to inform the buyer and have to get prior permission, if there is any special software or cookies on the website. Similarly, the use of any kind of lottery or virtual wallet has been banned without the permission of the Bangladesh Bank.
The new policy also states that it is mandatory for the buyer to give a copy of its certificate at the time of delivery, including the customs duty applicable to cross-border products and all tax/duty payments at the import level.
In addition, the delivery deadline has been fixed at 5 days in the same city and a maximum of 10 days at the village level.
According to sources, the Central Digital Commerce Cell is coming to the field to implement this guideline from next month. However, e-Cab finance secretary Mohammad Abdul Haque Anu said it would be difficult to bring order to digital commerce unless the guidelines were brought under the law. He said it is not possible to implement the policy without the executive power to implement it.
